I can see a lot of reasons for both the google survey and webquest in my classroom. I would use the surveys for the parents of my students and for the interests of my students so I can find the best way to teach my students. This is a great way to learn their needs and interests, making my instruction much more successful.
Webquest I think I would use for research projects and student group work. I feel it would be a powerful way to teach certain subjects. I did notice however, that webquest seemed to be more geared towards 3rd grade and up. Their was very few, if any, webquest projects for k-2. I think that some webquests could be created and could be successful in the younger grades.
